Decided to have a list of reputable glitch machines around. Not all are free, but worth trying to see what they can do.

More than just a resonant filter, the free Filterjam available for both Windows and Mac users. Greatly useful if you're looking for a basic resonant filter, but you get many more in the unique sound territory.
You get a nice button to randomize its parameters, and if you right click on some you can even lock the ones you don't want to get affected. Another key point is the frequency isolation you can reach with this.
Most times to get glitchy sounds by using automation with Filterjam, and make sure you check those presets, most can come in handy.

It's super versatile, and helps you to turn boring sounds into really nice rhythmic patterns. Piles up a bunch of great features on top of its amazing presets, allowing you to easily draw patterns and both useful or creative shapes.

A great tool to have since it can generate great shaped material, as you will use multiple layered effects. It has an effect allocation option based on frequency bands, which is very useful when you want to shape just a part of the sound.
Aside from the great stutter effects, the volume and pan modulation can help you to construct really clean and melodic sounds, all in one box.

This one ca really go crazy creative, with its modulation system being adjustable on what shapes you are drawing, numerous randomization for each effect fitted in the rack, Tantra is a great tool for effects and glitches.

This amazing three bundle plugins from Freakshow Industries are really helping when it comes to tape stop, reverse and industrial stutter effects.
Mishby is the most complex in terms of parameters and sound design, most of the manual consists of creepy and weird stuff, but it's definitely worth because the sound manipulation reaches the same level. Distortion being a key feature of this.
Dumpster Fire their great pitch shifter that will help you to quickly reach great stutter results.
Backmask it's a great innovative reverser, and can be super helpful to automate to achieve more character on your breaks and drum stems.

Maybe the most complete granulator, giving you a wide sphere of parameters, all tied to macros. Grain control offers versatility over stutter control and on top you have the macros, nicely displayed in a circular module that can be used with midi and automation.

This is one of the most glitchy, modular and non-disposable tool you can have, used mostly for creating innovative electronic artefacts. And yet to come, as the bast part consists of this being totally free.
